The Housing Development Monitor in the six municipalities of the Alkmaar Region

The project

The municipalities of Alkmaar, Heiloo, Castricum, Bergen, Dijk en Waard, and Uitgeest use the Clappform Housing Development Monitor to collectively manage the regional housing development challenge. All current and planned Housing Development Projects of the six municipalities are brought together in one central location, providing insight into the status, progress, and planning of each project.

This provides the municipality with an up-to-date overview of the Housing Development programming, enabling better alignment between policy and execution.

The challenge

Data on Housing Development Projects is often scattered across various departments, systems, and files. In a region comprising six municipalities, this is further fragmented, as each municipality operates with its own files, definitions, and procedures, despite shared agreements with the province and central government regarding the number of homes to be built. Without a shared, up-to-date overview, it is difficult to quickly gain insight into project progress, identify bottlenecks in a timely manner, and monitor whether housing development targets are being met. The challenge, therefore, was to consolidate this fragmented information into a single, central platform that provides reliable, real-time insights for policymaking, execution, and regional collaboration.

Our solution

The Housing Development Monitor brings together all housing development projects of the six municipalities into a single, up-to-date overview. The monitor visualises the status, progress, planning, and housing development programming of ongoing and planned projects, including the annual distribution of housing units across segments, such as social rent, mid-market rent, and owner-occupied homes. All municipalities work with the same definitions in one central location instead of maintaining separate overviews per municipality.

Within the Housing Development Monitor, municipalities can, among other things: 

  • gain insight into all Housing Development Plans, including status, phasing, and construction progress;

  • utilise an AI assistant for quick analyses, summaries, and searches;

  • consult cadastral maps and combine them with planning areas and other spatial layers;

  • work with different roles and permissions, ensuring each user only sees what is relevant;

  • integrate with the ministry's Basisset Woningbouw 2.0 for standardised reporting;

  • identify bottlenecks using a traffic light indicator (green/amber/red) based on progress and risks;

  • filter plans by themes such as sustainability, affordability, land ownership, or developer;

  • export data to CSV, Excel, PDF, or via API for use in other systems.
