The project

Clappform’s Housing Tracking System provides the municipality of Arnhem with a comprehensive overview of the progress being made in making homes more sustainable. By bringing together data from various sources on a single central platform, it provides a complete and up-to-date picture of insulation measures, energy consumption and subsidy flows, from the municipal level right down to the individual home level, using map layers and filters.

The system makes fragmented information accessible and easy to understand, enabling policymakers to better steer and monitor the energy transition. Using map layers and filters, the local authority can see at a glance where sustainability efforts are on track and where further action is needed. In this way, Arnhem reports to the executive committee and the council using a single, unambiguous dataset.

The challenge

Although there is a great deal of data available on housing and sustainability, this information is scattered across various sources, systems and formats. As a result, there is no comprehensive and up-to-date picture of the progress of the energy transition. The challenge was to bring this fragmented data together into a single, well-organised system that can be used for both policy-making and operational purposes.

Our solution

With the Housing Tracking System, Arnhem City Council now has a single central hub where all information on sustainability measures at the individual property level is collected and kept up to date.

In addition, analyses can be carried out on the data and presented clearly via map visualisations, enabling the council to see immediately where sustainability improvements are on track. Opportunities and bottlenecks are identified at an early stage, policy measures are measurable, and reports to the executive committee and council are based on a single, unambiguous dataset.

Within the Housing Tracking System, the municipality can, among other things:  

  • add supplementary data, such as target groups, registrations, or local actions;

  • filter by addresses, measures, subsidies, or other characteristics;

  • perform area-based analyses using multiple map layers;

  • identify at an early stage where interventions are required;

  • export data to CSV, Excel, PDF, or via an API;

  • export GIS data to GeoJSON/OGC or shapefiles for use in external systems;

  • establish a direct integration with the Clappform Woning Dossier;

  • monitor touchpoints, such as which letters or notifications have been sent;

  • create links with Association of Co-owners (VvE) approaches and/or Chamber of Commerce data.

The successes

The Housing Tracking System is now actively used and forms the basis for data-driven policy regarding the energy transition. Employees can easily combine, analyse, and share data within one clear, comprehensive platform.
